create a drug treatment program based on approved, evidence-based practices for the scope of the services vendor is going to provide. The population will consist of a combination of recently paroled participants (leaving prison), mandatory releases (leaving prison), and probationers accepted from the local court systems through a referral from the local probation and parole office. The treatment program must be structured to meet the needs of the criminal justice-involved participant population, including those that are co-occurring enhanced and cooccurring capable. Access to inpatient drug treatment for participants needing detoxification is required. Vendor will also use MAT for participants assessed for that level of care.
