Through this Request for Proposal (“RFP”), the Alabama Department of Commerce (“Commerce”) seeks a consultant or consulting team with extensive experience and expertise in economic development, utility infrastructure analysis, and strategic planning. The selected consultant will be responsible for conducting a comprehensive study to assess Alabama’s future utility infrastructure needs in relation to the state’s targeted economic growth sectors. The study will identify growth corridors in the state where key industries can be poised for accelerated expansion with the necessary tools in place to serve the needs of electric intensive economic development projects. Commerce is particularly interested in consultants who can offer a forward-looking perspective, integrating macroeconomic trends with sector-specific requirements to provide actionable recommendations for energy infrastructure development.
