1. Housing Market Analysis - Conduct a housing market analysis for Hennepin County in accordance with Consolidated Planning requirements at 24 CFR 91.210. This element shall address the market conditions, projections of supply and demand, and the median cost of housing for Hennepin County, excluding Minneapolis where possible. The focus of the analysis, for the purpose of completing the Consolidated Plan template, should be at the County level. Consultant’s work product for this element will include data download, consideration of data provided by the County, analysis, and drafting of narrative to answer the questions and provide further discussion where applicable. The Consultant will address the following sections in the Consolidated Plan template in consultation with the respective regulatory citations as shown below... 2. Assessment of Housing Needs of Homeless, Low Income, and Special Needs Populations - Describe housing, homeless, and other special housing needs in accordance with Consolidated Planning requirements of 24 CFR 91.205. This element should address the needs of the county overall.
