1. Conduct a third party review of the Palm Beach County Disparity Study Update that includes: a. Review and critique of the initial draft chapters providing proposed edits, requests for clarifications by Disparity Study consultant and comments regarding methodology, findings and recommendations of the study. b. Provide a summary memorandum identifying the strengths and weaknesses of study methodology and data sources and provide an assessment of the legal sufficiency of proposed findings and recommendations as presented in the final draft of the Disparity Study Update. 2. Provide recommendations regarding a process for conducting policy deliberation phase of the post-study period. a. Develop a timeline for meeting with key Palm Beach County (PBC) staff (e.g. Construction, Procurement, Office of Equal Business Opportunity (EBO) and Legal) and business stakeholders to develop draft policy options summarizing legally defensible race-and-gender neutral and conscious policies that reflect best practices for amending and enhancing the EBO Program. b. Facilitate meetings with PBC Staff and business stakeholders to present and discuss draft policy options reflecting legally defensible remedies to effectively address identified barriers to small, minority, and women business enterprise in County contracts based upon feedback received.
