Task 1: Project Management Task 1.1 The Consultant shall designate a Project Manager and develop a Project Management Plan to define roles, tasks, communication procedures and expectations, and deliverables. The Project Management Plan will be used and updated throughout the project to ensure the efficient use of CPW budget, to track project progress against the original scope of work, and will be used to provide direction on deliverable expectations regarding tasks on an “as needed and as directed” basis. Task 1 Deliverables: Development and submittal of a Project Management Plan Task 2: Project Kick-off Task 2.1 The purpose of the project kick-off is to meet on-site with CPW stakeholders to go over the projects goals and objectives, discuss the Consultant’s project approach, and listen to and acknowledge CPW stakeholders’ concerns and desired outcomes. Task 2 Deliverables: Meeting notes shall be compiled by the Consultant and distributed to all CPW stakeholders. The meeting notes shall be delivered in Adobe Acrobat (.pdf) form. Task 3: Existing Documents, Data, and Site Review Task 3.1 Document and Data Review The purpose of the document and data review is to allow the Consultant to evaluate existing information/data to gain a better understanding of current and potential future water use, operations and infrastructure. Documents and data would include information on CPW’s relevant well permits and water rights, existing pond bathymetry and surveys, existing water conveyance infrastructure, proposed infiltration field design, and other relevant information. Any additional information/data that will be required to complete the project will also be identified during this task and an appropriate plan will be made to obtain the information/data. The Consultant shall also perform independent research to identify relevant documents such as diversion data, historical aerial imagery, local meteorological data, county assessor records, water commissioner notes, and previous court cases. Consultant may conduct interviews with DWR staff (including water commissioners) and relevant parties as needed. Task 3.2 Site Inspection A site inspection will be completed as soon as possible to review the associated structures and facilities, identify potential limitations, challenges, or opportunities that may impact an alternatives analysis. The site inspection will be scheduled when weather permits reasonable access to the site and hydrogeological features. Following a site review, a meeting with CPW staff will be held to discuss related operations and identify additional information and data needs that may support the engineering evaluation. Task 3 Deliverables: A list shall be prepared summarizing all available reports, documents, and data. Any missing information that is necessary shall also be identified and a plan and schedule shall be discussed for obtaining the necessary information. A site visit memo, including maps and field notes, shall be prepared to provide an overview of the site, summarize results of the site visit, and document any action items identified during the visit. All reports, documents, data, and memos shall be stored on a common drive that is accessible to appropriate project team members.
