1. Develop a detailed workplan for the project. During this phase, it is expected that data sources would be identified and refined, tradeoffs (e.g., between geographic scope and conducting detailed analysis) would be evaluated, and the approach to the project would be refined. 2. Develop a statewide tool to screen potential sites (i.e., to identify sites that are well-positioned for the development of housing) and analyze the potential of pursuing various types of development opportunities. o Develop a framework for site selection. This framework should include factors such as cost, presence of necessary infrastructure, proximity to transit options, zoning regulations, wetlands/conserved land, among others. o Analyze relevant data sources including GIS data, demographic information, environmental data, and available infrastructure data to identify sites for potential housing development across Rhode Island based upon the developed framework. Evaluate the anticipated feasibility of implementing the above-listed types of housing development opportunities identified in the statewide housing planning exercise. Sources may include the HousingWorks RI Zoning Atlas, state and local GIS parcel and infrastructure maps, Census/American Community Survey data, among others. o Develop a framework for recommending and/or prioritizing housing development opportunities for selected sites. This framework would consider cost of development, potential impact on communities, and necessary investments such as infrastructure. o Estimate unit potential of housing development on identified sites based upon types of housing development opportunities provided by the Department (see list in background section). It is anticipated that this analysis would be conducted based on actual parcel data to the extent such data is available. It is further anticipated that data limitations in certain areas of the state may necessitate the need for tools that approximate unit potential based on assumptions developed during the project. (While the goal of this tool is to develop analysis on a statewide basis, the Department requests that the vendor also develop capacity for conducting deeper analysis in more focused geographic areas (e.g., within a community or municipality). It is anticipated that the approach to geographic scope would be further refined in the workplan phase.) 3. Develop visualizations and renderings to help build public support for housing development. 4. Create renderings and other visualizations of development options. These visualizations will effectively communicate the results of the analysis, including interactive web tools, maps, charts, graphs, and other visual aids. These visualizations will be designed to help Rhode Island understand its options for reaching potential housing growth scenarios and also to build support for housing development in Rhode Island. 5. Create a final report to accompany public facing visualizations showing the results of analysis and recommendations. The report shall include a description of the methodology, findings, and recommendations.
