Procurement Overview and Goals. The State of Minnesota Department of Natural Resources (DNR) intends to purchase black bear tracking collars, model TGW4577-5, no substitute due to equipment compatibility, these collars must be this exact model. Please be aware that there are attachments to this event. The vendor is responsible to review and comply with all requests that may be required in this event. Deliverables/Specifications. Specifications are listed in the Sample Contract attachment to this Event. Suppliers are obligated to deliver within the quoted lead times. If delivery is not made within that time frame, the State reserves the right to deem the Contractor in default. Installation should begin after the vendor/supplier receives a purchase order. Unit price must include all costs associated with this project. Which include items such as freight, materials, manual and warranty. All equipment and parts must be new and not refurbished (no seconds) and should be the most current make and model. DNR will be the determining factor if vendor meets specifications. The State of Minnesota reserves the right to reject any or all bids or portions thereof; to waive any irregularities or informalities in bids received and to cancel the solicitation if it is considered in the best interest to the state. DNR should be notified immediately if there are any changes to the delivery schedule so that the DNR can work with the vendor. If any changes/modifications are recommended by the vendor during the fabrication process, the DNR must be notified immediately and the DNR will review and authorize or decline any suggested changes. The DNR reserves the right to refuse delivery of the product if it’s not constructed to these specifications or if the product is substandard in regards to quality, workmanship, or craftsmanship. This event incorporates all terms, conditions and specifications of the Sample Contract that is attached to the event. In case of a conflict of terms, the order of precedence shall be the purchase order and second the Sample Contract.
