Carry out review and coordination as follows: 1. Consultant will research and conduct interviews with staff as needed to gain an understanding of the Parks, Recreation and Cultural Resources Department’s current processes and operations. 2. Consultant will hold bi-weekly check-ins with Parks, Recreation, and Cultural Resources staff for the duration of the project. 3. Consultant will prepare a presentation, and present findings at appropriate public meetings including a final public hearing for public adoption of recommendations. The project is expected to include the following items: 1. Assessment of current fee schedule of all fees charged by the PRCR Department 2. Analysis of the total costs of services for which fees are currently charged. Costs should be identified so that they can be allocated to and tracked by the appropriate division within the PRCR Department. 3. Analysis of current cost recovery levels for each fee. 4. Indication of those fees for which full costs are not being recovered (or where fee waivers are being provided) and a comparison of those waivers to industry standard and those employed by comparable agencies. 5. Conduct a comparative survey of other relevant agencies, focusing on recreation agency fees and their methods used to set fees. 6. Recommendation of appropriate fees and appropriate subsidies for when cost recovery is unrealistic, impractical or conflicting with service delivery. 7. Analysis of policies as they relate to fees. 8. Analysis of partnerships and income earning opportunities 9. Prepare a report that summarizes this information: the actual cost for each fee and recommended targeted cost recovery. a. The report shall identify direct cost, indirect cost, and overhead cost for services. b. The report shall identify the present fees, recommended fees, percentage change, and revenue impact and fee comparison with other comparable agencies. 10. Develop a proposed Master Fee Schedule for the upcoming fiscal year 2025-26.
