The scope of services that the consultant must be prepared and qualified to provide are as follows: Prepare and submit to DOH a project proposal under the Department's Development Engagement Process prior to the closing date of the next Engagement window, anticipated to be Fall 2024. Upon receiving an invitation to apply, develop and submit to DOH a funding application under the funding program designated by DOH within the application window specified by DOH (anticipated to be 90 days from request to apply). In addition to preparation of the ConApp and all required supporting exhibits, services in the application phase shall include development of a scope of work and cost estimates for the rehabilitation of the property. Upon notice of grant award, assist NLHHC in preparation for grant closing. Administer the grant to ensure compliance with DOH program requirements, to include: Prepare draw/disbursement requests to ensure consistency with the program procedures. Establish project files in the NLHHC office. These files must demonstrate compliance with all applicable state, local, and federal regulations. The project files must be monitored throughout the program to ensure that they are complete and that all necessary documentation is being retained in the files. Obtain contractor clearance(s) from DOH. Review construction contracts for compliance with applicable State and federal regulations.
