MDE intends to renew an agreement with Brighton Training Group (hereinafter “Brighton”), for up to thirty-six months. The agreement will provide access to Bright Track, a fully automated e-learning management system (hereinafter “System”). MDE is federally required to provide sufficient training for institutions that are responsible for managing the United States Department of Agriculture (USDA) Child and Adult Care Food Program and Summer Food Program for Minnesota residents. See 7 C.F.R. § 226.6; see also Minn. Stat. § 124D.119. Access to the System will provide participants access to ADA-compliant, interactive modules that are specific to the USDA’s program requirements. Access to the System will also allow MDE to access reports that show which participants have completed the training. This supports MDE’s goal of ensuring that participants are complying with their annual training requirement. The System, which is only distributed by Brighton, is a complete e-learning management system. This System can identify participants through a log-in account, track completed courses by person and by sponsoring organization, and provides accessible USDA Child Nutrition Program training curriculum modules. These modules are developed by Brighton’s subject matter experts and approved by the USDA for accurate content. The completion of a course implies the objectives of the training are met due to the imbedded assessments and interactive feedback from each training participant. In addition, MDE is contracting for a dashboard that allows MDE to obtain customizable reports. These customizable reports can be organized (1) by course, to provide a list of those participants who completed the course, and those participants that are still in process; and (2) by sponsoring organization, to provide a list of staff who have completed the various courses. This allows MDE to assess and verify if a sponsoring organization has completed the annual training requirement. Given that the System provides online learning, the courses will meet MDE’s accessibility standards and will be available for participants located throughout all of Minnesota. Finally, Brighton will be responsible to customize the courses, if necessary, throughout the year to accommodate policy changes when the USDA or MDE requires changes. For these reasons, MDE has determined that this is a single source purchase, since Brighton is the only vendor able to provide a single e-learning management system that includes all of these required capabilities.
