This solicitation is for the installation of 2 Average Speed systems at locations to be determined by WSDOT. These installations will serve as trials of the average speed method for automated speed enforcement within the State of Washington. These installations will include all necessary equipment, including camera systems, associated mounting and other hardware, and backoffice support systems and software for speeding event processing. The systems are intended to be temporary installations, with a short duration enforcement trial to evaluate the performance of the Average Speed systems in data collection and speeding event capture. The length of the field trial will be 2-4 months, with 8-12 weeks from contract award to field activation. Mounting options are anticipated to be semi-permanent for the relevant camera and detection equipment. As part of the trial, the system will be evaluated as to the capabilities for speeding event capture. It is expected that all systems will be removed at the close of this contract. The ASV will also display the backoffice processing related to the determination of speeding events, review, approval, and subsequent processing to produce notices for speeding drivers. Elements of this will include the methodology and technology involved in identifying and confirming a speeding event, data processing of the evidentiary backup for a speeding event, identification of speeding vehicle owners, processes for review and verification of the speeding event (including transmittal of captured data from field collection to processing), as well as the processes to develop and transmit notices to drivers captured speeding. Not all speeding events will be mailed as part of this program, with out-of-state licenses and rental cars not being sent notices, and in-state drivers being mailed at select speeding event intervals. It is still the expectation for the ASV to process each speeding event as if a notice would be sent. The ASV will also be responsible for meeting the reporting requirements as identified in Exhibit B, including ad-hoc reporting to enable active tracking of program operation, and final program reporting to summarize program accomplishments and challenges, as well as to serve as the primary statistical input for required reporting to the Washington State Legislature. The ASV will also be expected to meet State of Washington requirements for Information Technology, data security, and data retention.
