Consulting firms to provide final plans, specifications, along with technical services during construction for reconstructing approximately 9.8 miles of bituminous surfaced pedestrian trail used for hiking, biking, in-line skating, accessible outdoors (electric wheelchairs allowed), cross country skiing and snowshoeing. The scope includes reviewing the existing hydrology/hydraulics to incorporate into the design modifications for improving the drainage along the trail corridor. Several sections of trail have flooded in recent years and will require adjustments to the alignment vertically to prevent flooding of the trail. The design firm must have demonstrated experience in civil engineering along with experience with AASHTO and MnDOT Bicycle Path Standards, State Aid Rule 8820.9995 and MnDOT Bicycle Facility Design Manual. The design and construction (if funding becomes available for construction) will be divided into three sections. The second section is higher priority than the other two sections due to the condition of the trail surface and shall be completed first in anticipation of construction funding becoming available in the spring of 2025. However, the funding for design expires on June 30, 2025, and all design work for all three segments must be completed by that date along with payment for design work. If funding becomes available, the contract will be extended accordingly to include construction administration. The sections are described and noted as follows: The first segment is approximately 4 miles long and starts at the trailhead in the town of Taopi and ends on the west side of CR8. The second segment start to be reconstructed is 2.9 miles long and starts at CR 8 (mid-way between 140th Street and 130th Street) and ends at 755th Avenue adjacent to the Lake Louise State Park Boundary. The third segment is 2.9 miles long and starts at 755th Ave. The trail traverses thru Lake Louise State Park and end at the trailhead in Leroy off West Lowell St.
