1. Implement a cost-effective Project that conveys 3,500 acre-feet of recycled water annually from the City of Rialto WWTP to the IEUA RP-4 during the May 1st to October 31st period, which correlates to a design flow of 6.25 MGD. 2. Provide a new, valuable resource to supplement the region’s water supplies. 3. Conform with Owner’s engineering design guidelines as well as those dictated by state and federal funding sources. 4. Furnish a remotely operated pump station that operates reliably under automatic control. 5. Incorporate sufficient access to mechanical and electrical equipment for safe operations and maintenance. 6. Optimize pump design to reduce overall operational costs. 7. Meet the intent of the IEUA Asset Management Plan. 8. Coordinate with external Project stakeholders during planning and design phases such as to manage stakeholder concerns in advance of construction. 9. Mitigate underground utility risks during design and construction through detailed utility investigations. 10. Maintain a safe and positive relationship with the public, with respect to project vehicle and pedestrian traffic control, quality of temporary paving, and access to businesses and residences.
