The objective of this contract is to develop a training program for Disadvantaged Business Enterprises (DBEs) and certified small businesses in the field of highway construction. The DBE Construction Academy should provide coursework to ensure firms have the business and technical skills necessary to bid on and be awarded contracts with MnDOT and MnDOT prime contractors. Duties of DBE Construction Program Training Provider include: the development and implementation of business classes specific to MnDOT / highway construction; scheduling and coordinating logistics (e.g., registration, subcontracting with instructors, course scheduling); developing a communication and marketing strategy for the program. 4 The overarching purpose of the DBE Construction Academy is for participants to understand the real-world application and impact of course content. Participants will create a completed business plan, financial statements, and other deliverables at the end of each course. Additionally, the Successful Responder will provide opportunities for DBE Construction Academy participants to network with prime contractors at an open house at the program completion. The Successful Responder will deliver the program, track attendance, solicit feedback from participants, and provide quarterly progress reports and a final report, and work closely with the program manager throughout the contract period.
