The State of Colorado, Department of Public Health and Environment, Hazardous Materials and Waste Management Division (CDPHE), is requesting qualification statements from environmental Consultants/Engineers to perform an Engineering Evaluation and Cost Analysis (EE/CA), draft removal work plans, and oversee fieldwork at the Highway 24 Mill Site (Site) in Colorado Springs. This environmental and human-health project serves to perform work at the Site as part of a non-time critical removal action (NTCRA) related to arsenic and lead impacted residential soils. This project will include three key tasks: prepare an EE/CA, develop work plans for the selected removal action, and oversee the field implementation of the removal action. This project’s goal is to prevent contact with highly contaminated soil and decrease exposure to lead and arsenic. This Site, also known as the A-1 Mobile Village, is located at 1025 Garner Street in Colorado Springs, Colorado. This Site is an 11.24-acre manufactured home park located next to a tailings pile that was associated with the Gold Hill Tailings Site where the Golden Cycle Mill operated. Uncontrolled contaminated soils are an ongoing source of exposure to residents and visitors. The United States Environmental Protection Agency (EPA) has prioritized cleanup at this Site due to its updated lead in residential soils guidance and is funding this project through a cooperative agreement with CDPHE.
