The City of Havelock intends to contract with a professional engineering firm(s) to provide services for the development of a comprehensive plan for a sewer extension to service properties along the Hwy70 (US I42) Corridor to the west of the City, for the purposes of economic development. The length of service along the east side of Hwy 70 (US I42) is approximately 18,600 ft, from a tie-in point at the MacDonald Downs lift station, running west to the vicinity of the Stately Pines Road and Catfish Lake Road intersections. There will be a crossing under Hwy 70 (US I42) near Catfish Lake Road to serve properties along the west side of the highway, and this will require a utility encasement to accommodate sewer and other utilities. The scope of proposed development is estimated to be up to 1,200 residential units with accompanying commercial and light industrial use with an approximate allocation of 400,000 GPD (270,000 residential + 130,000 commercial/light industrial). Intermediate pump stations will be necessary and the tie-in will be at the MacDonald Downs Lift Station on Marsha’s Way. (Please see attached map, Figure 1.1 below and attached Sewer Map Series for the general layout for the City sewer system and path to the Wastewater Treatment Plant). The City of Havelock is seeking the most beneficial and economical alignment, upgrades to existing pumps/lift stations, and lines, and upgrades and expansion of the existing wastewater treatment plant. Firms responding to this RFQ shall provide documentation of their experience, expertise, and knowledge in conducting wastewater system design and their ability to obtain required easements to serve the area. The resulting contract will be developed as a collaborative effort between the City and the selected Professional Engineering firm(s).
