The Colorado Department of Local Affairs (DOLA) seeks a consultant team experienced in housing, local government land use, and facilitation of stakeholder engagement to support implementation of land use and housing laws passed by the Colorado General Assembly in the 2024 legislative session. This work will involve extensive stakeholder engagement and any proposal should contemplate both supporting DOLA staff in that work as well as the potential need for intermittent presentations to stakeholder groups that will be formed. This consultant team would be responsible for the following tasks in support of DOLA, local governments, and regional organizations: 1 - Displacement Risk Assessment Guidance and Mitigation Strategies Directory; 2 - Affordability and displacement mitigation menus/directory and guidance; 3 - ADU Toolkit, Strategy List and Technical Assistance; 4 - Housing Action Plans Template and Guidance; 5 - Housing Expertise and Technical Assistance
