The Town of Winchester/City of Winsted is requesting qualifications for blight remediation services. Remediation services may include, but are not limited to: waste disposal, lawn mowing, brush cutting, general beautification, and the demolition and disposal of dilapidated outbuildings and structures such as fencing, sheds, above ground pools etc. The Town of Winchester, through its Blight Officer, identifies blighted property throughout the Town and attempts remediation of blighted conditions by notifying the owner of record, and any other lien holders of the subject property, of the conditions to achieve voluntary compliance. If a property owner is unable or unwilling to comply in a timely manner and said conditions include anything detrimental to the neighborhood or the Town as a whole, the Town may exercise its right to have said conditions removed from the property. No blight related work will be authorized to the principal building(s) on blighted properties, the services required by the selected contractors will be limited to exterior conditions on the grounds of the property only. A scope of work will be developed by the Blight Officer for each property in need of remediation services. Subsequently, the Blight Officer shall notify the group to submit their bids to the Purchasing Agent by the deadline listed for individual properties. Recognizing that dumping/tipping fees may be incurred by the selected contractor; reimbursement for these fees will be included in their payment if verifiable receipts are submitted to the Town
