Contractor and contractors on site staff shall have experience in the construction of Sweco (or equivalent) trail dozer, mini excavator, mini skid steer machine built as well as hand built, natural surface, single track multi use mountain bike/hiking trail. Contractor must have experience with construction of “gravity” or “flow” trails as outlined by IMBA standards. Contractor shall demonstrate experience constructing with sustainable, bike optimized, natural surface trails with 10% max grade, 5% out slope and trail corridor width of approximately 36 - 48 inches. Experience required shall also include, within the last 5 years, 10+ miles of Sweco (or equivalent) trail dozer, mini excavator, mini skid steer trail construction on at least three (3) multi use mountain bike/hiking trail systems with a length of 3+ miles each utilizing Sweco (or equivalent) trail dozer, mini excavator, mini skid steer. Additionally, they must comply with trail construction guidelines established by the International Mountain Bicycling Association (IMBA), the U.S. Department of Agriculture, and Forest Service (USFS). Contractor shall provide documentation satisfactory to the County of compliance with these experience requirements and that contractor’s operator is competent to operate Sweco (or equivalent) trail dozer, mini excavator, mini skid steer machinery. In addition to these principles, contractor shall provide examples of experience of construction of various Technical Terrain Features (TTFs), insloped turns, drops and jumps. The Contractor shall provide the necessary supervision, labor, material, equipment and tools to perform specified trail construction on identified trails and sites, including fuel for any mechanized equipment or tools and any and all personal protection and safety equipment that may be required.Contractor must demonstrate a high level of knowledge and proficiency in trail and TTF design, allowing for the best possible end product. Contractor shall provide documentation satisfactory to the County of compliance with these experience requirements and that contractor’s operators are competent to operate specialized trail construction equipment in a manner suitable for the project. Contractor may not have less than three employees on staff, and no less than three full time employees on site during regular work week. It is preferred that the Contractor be a member of the Professional Trail Builder Association or equivalent organization and construction must utilize best management practices.
