Incorporation of recommendations and goals from the Comprehensive Plan implementing the community vision established through the Plan’s primary objectives of promoting responsible land use that accommodates population growth, fostering economic development and preserving environmental integrity and community character. Compliance with North Carolina General Statutes, case law and other applicable state and federal regulations. An easy to use format accessible and understandable by a wide variety of audiences in place of industry language/jargon. Inclusion of user-friendly diagrams, graphics, photographs, schematics, tables and flow-charts to give examples of and clarify code language. Replacement of antiquated or ambiguous language with modern, clear and defensible language. Review and update the sign regulations to address any changes driven by relevant court cases and modern development practices. Clearly defined procedures for development application reviews, including administrative and Board processes and enforcement actions. Evaluation and proposed update to the Use Matrix and definitions to incorporate existing and new or emerging uses not included in current language. Review of all existing zoning classifications with recommendations for additions, deletions and modifications. Specification of requirements for calculation and measurements. Consistency of text, terms and procedures within the revised UDO, the Comprehensive Plan, Procedures Manual and any other supporting documents. Review the Catawba County Procedures Manual to ensure consistency with UDO revisions.
