In August 2023, HUD awarded PHA a fifty million ($50,000,000) Choice Neighborhood Implementation Grant (“CNI Implementation Grant”) for the revitalization of the Bartram Village development. The planning process has begun, and PHA has engaged a CNI Planning Coordinator to develop an overall Transformation Plan including a comprehensive and coordinated set of strategies organized into Housing Plan, Neighborhood Plan and People Plan components. While PHA describes a conceptual approach to the redevelopment of Bartram Village, the actual housing program, site plan and unit configuration will evolve over the course of the CNI Implementation Grant process. Under this RFQ, PHA will select a developer who will work with PHA and the community over the course of the CNI Implementation Grant process to finalize the construction component of the Blossom at Bartram Transformation Plan.
