Phase I Development of an UFMP: Please take note of the following information: This plan must be sustainable within the current and planned capabilities of the City of Monte Vista. Develop a 10 year Urban Forest Management Plan (UFMP) in alignment with the Sustainable Forestry Initiative’s Urban and Community Forest Sustainability Standard., a tree inventory, analysis, and community engagement are necessary to create a UFMP that specifically meets the needs of our geographical area and the community. Task 1: Tree Inventory, Assessment and Analysis Proposals should include a cost estimate for conducting a complete tree inventory, assessment and analysis within city limits. This inventory should cover all trees within the defined geographic limits, including those on public and private property (all trees includes trees in backyards, street trees, park trees etc.). The tree inventory will be carried out by ISA Certified Arborists (International Society of Arboriculture). The consultants' tree inventory methodology must align with ISA’s Best Management Practices - Tree Inventories, Second Edition (2013), and it should be reviewed and approved by the City Staff before implementation. Data collected should be used to create develop an ArcPro layer(s) with the following data: Data Collection Requirements A GIS-based tree inventory using professional-grade GPS equipment or other GIS-compatible data collection hardware will be conducted to collect tree data and various site attributes. The final tree inventory must be submitted to the City’s Planning and Public Works Departments in Geodatabase format with relevant metadata included. At a minimum, the data collection must comprise the following attributes: Location: Street address or park name, GPS coordinates, and tree, stump, and potential tree planting site locations Tree Type: Genus, Species, and Common Name Tree Size: Diameter at Breast Height (DBH) measured to the nearest inch in 1-inch size classes at 4.5 Feet Above Grade Tree Condition Rating: Excellent, Good, Fair, or Poor Overhead Utilities (Conflicting or not conflicting) Multi-Stem (Tree has multiple significant stems on trunks splitting less than 1 foot above ground level) Sidewalk Damage Insect and/or Disease Problems General observations Maintenance Recommendations Date of Inventory Placement Growth obstructions The data and assessment of the Urban and Community forest will be analyzed and presented to the city staff and tree board. The presentation should include a clear picture of the City’s Urban Forest’s health, help city staff set preservation goals, plan maintenance needs, and identify areas for potential tree planting. The assessment should also analyze current conditions, strengths, opportunities for improvement, and identify priority areas for tree planting.
