As part of this, Minnesota is interested in establishing a system of guaranteed basic care, where residents can access primary maintenance care without cost or network restrictions. Commerce is seeking a contractor to help the state conduct a feasibility analysis to determine how a different payment system could be structured and how this could be implemented in the state across payer types. This approach builds on the successful COVID vaccine and testing care delivery model, where individuals were able to visit a facility for care regardless of insurance status or type, and payment was coordinated across payers on the back end.
