Specifications include, but are not limited to: Section A: Pre-schematic Design 1. Review the University’s Water Supply System Management Plan, past water tower studies and as-built plans, and other information related to our existing elevated tank. Review our water distribution hydraulic model and validate critical features such as our well and new water treatment facility production, emergency interconnections, and fire supply pumps at various buildings. Coordinate with Kingston Water District and affirm operating parameters (wells and tanks) of their adjacent water supply system, as well as Kingston Fire District and their plans for continued service to the University community. Consult with the Utilities, Planning & Real Estate, and Capital Projects offices to evaluate the future demands in Kingston and discuss needs and location for an additional water tank. 2. Prepare summary pre-schematic design report that reviews options for the rehabilitation of the existing water supply tank, the locating and size of a potential new water supply tank, and the sequencing of both tanks to minimize costs, impacts to the University and Kingston Water District supplies, and is reasonably implementable within a 5-year period. Section B: Final Design 1. Schematic Design (SD) Phase a. Class 1 Boundary Survey (including wetlands flagging, both existing tank as well as new tank) b. Utility Survey c. Topographical Survey d. Advance pre-schematic design concepts for both tanks in plan view to SD detail e. Preliminary coordination with RIDOH, RIDEM and all effected utilities (including telecom utilities on the existing tank) f. Prepare SD construction engineers estimate, and external 3rd party estimate of costs g. Facilitate value engineering session with Owner to confirm final scope 2. Design Development (DD) Phase a. Advance SD plans to DD phase within budget constraints b. Finalize site and coordination details including all site clearing and preparation, utility coordination, color selection and potential branding, security for the site and towers, etc., c. Complete RIDOH, RIDEM, FCC and FAA (as required), State Fire Marshal and State Building Code Commission permitting 3. Construction Document (CD) Phase a. Advance DD plans and contract documents to CD phase b. Prepare CD Estimate based on final design, using 3rd party independent estimate 4. Contract Administration (CA) Phase a. Bidding support b. Weekly emails & misc. correspondence c. Biweekly site meetings d. Change order management e. Project completion certification
