Specifications include, but are not limited to: • Selection of Advisory Group members consisting of up to ten (10) local subject matter experts and/or LGBTQ+ community members; honoraria to be provided. The Advisory Group must be representative of the full LGBTQ+ community, including diversity of racial/ethnic background, ages, genders, and lived experiences to help ensure that the LGBTQ community is authentically represented. Facilitation of Advisory Group meetings and solicitation of opinions on sites to survey, with priority on sites of intersectionality. Within a basic framework of potential site eligibility, a Denver Metro and Boulder geographic boundary, and priority for sites of intersectionality, the project team will be guided by the LGBTQ+ Community Advisory Group and where they assign value and importance. The contractor will select sites per Advisory Group discussions, advice, and project objectives. This project will not be community engagement in name only, but a true and full embrace of community-driven decision making. The contractor will pay the Advisory Group members an honorarium for their time, travel, and participation in the meetings. • At least twenty-five (25) properties in the Denver Metro area will be identified for intensive-level survey to be completed using History Colorado’s 1403 Architectural Inventory Forms and be fully compliant with State of Colorado digital accessibility requirements. This phase will focus on Metro Denver (including Boulder) because the concentration of sites identified in the June 2023 LGBTQ Sites in Colorado: A Survey Plan are located in Metro Denver. Evaluations of significance will tie to the relevant contexts from the 2023 statewide survey plan. It is believed that further research into these sites will also aid in better understanding sites across the state, as many members of the LGBTQ+ community in Colorado traveled to Metro Denver for activism and socializing. o List of properties to be surveyed with property owner contact information o Draft Survey forms for History Colorado staff and National Parks Service grants review staff review. o Final Survey forms that incorporate feedback and review comments from History Colorado staff. o The Survey Report must include a summary of the process, individual survey data and analysis, and a conclusion. Any additional data, including maps and images, may be included. • Prepare at least three (3) properties, based on the findings of the intensive level survey, and subject to owner permission and the decision of the Advisory Group, associated with significant LGBTQ+ history in Colorado for nomination to the National Register of Historic Places. The nominations will be submitted to the Colorado State Historic Preservation Review Board and then forwarded to the Keeper of the National Register. In Colorado, all National Register-listed sites are automatically added to the State Register of Historic Properties. Nominations must meet all recommendations as stated in National Register Bulletin 16A: How to Complete the National Register Form. o Contractor must obtain and submit to History Colorado written documentation of owner permission for any property slated for nomination. o Contractor must be available to attend the Colorado State Historic Preservation Review Board meeting(s) where the nomination(s) will be considered. o Property(ies) to be nominated will be mutually agreed upon between History Colorado and the Contractor. o Deliverables will include (for each nomination if there are multiple): One (1) draft National Register nomination for History Colorado staff and National Park Service grants staff review in accordance with History Colorado deadlines for draft National Register nomination submissions. One (1) revised draft National Register nomination that incorporates History Colorado staff comments for submission to the Colorado State Historic Preservation Review Board meeting. One (1) final National Register nomination, revised per Review Board, Certified Local Government, and History Colorado staff comments, for submission to the Keeper of the National Register.
