Specifications include, but are not limited to: 1. Task 1: Project Management While the contract will be held directly with Lake County Government, this Plan is intended to serve the community at large. The consultant is responsible for the general management of the project and coordination with County staff and other community staff, including providing necessary information and input to staff, scheduling and attending meetings, creating a project schedule, and communicating with staff through each phase of the project. Details regarding specific expectations include coordinating meetings and establishing project expectations; establishing project schedule and deadlines; and providing consistent and robust project coordination. 2. Task 2: Greenhouse Gas Inventory The consultant is responsible for the development and presentation of both community-wide and municipal operations Greenhouse Gas Inventories for the most recent available year including establishment of parameters, research, and presentation of results to staff. 3. Task 3: Existing Conditions Analysis The consultant shall complete a comprehensive analysis of existing plans, guidance, and data including climate trends, projections and any adopted climate and natural hazard mitigation plans. The consultant shall consider future trends and conditions that will impact climate action in Lake County. Anticipating and planning for future adaptation is a critical component of this project. 4. Task 4: Vulnerability/Resiliency Assessment The consultant shall establish a baseline of current and future social, economic, environmental, and infrastructure risks and vulnerabilities to inform adaptation priorities, goals, and strategies for increasing climate resilience. These risks and vulnerabilities may include but are not limited to wildfire, heat, drought, extreme weather, public health, air and water quality, pollution, flooding, disease, and wildlife. This assessment will determine how these risks might impact the community, while simultaneously identifying the most at-risk populations, natural ecosystems, and infrastructure. The Plan will inform specific, actionable, and inclusive resiliency strategies and priorities that address the most critical identified risks. 5. Task 5: Public & Stakeholder Engagement With direction and assistance from county and community staff, the consultant shall create and execute a public engagement campaign that utilizes diverse and creative online and in-person opportunities to engage the community in defining and prioritizing CAP goals, objectives, and actionable strategies to mitigate GHG emissions, increase sustainability, and enhance resilience to climate impacts. Outreach should target those who live, work, or play in Lake County, with a specific emphasis on bilingual outreach. These sessions should coordinate with in-progress or pending assessments and plans to avoid duplicated efforts and foster collaboration.
