Specifications include, but are not limited to: Project Development and Prioritization Assess various infrastructure and related tribal projects and prioritize them based on factors such as urgency, impact, tribal priorities, and available resources. Provide technical analysis of water / wastewater system infrastructure for compliance with public health regulations. Analyze and advise on funding options and manage tribal financial aspects for infrastructure and related projects. Serve as Point of Contact on projects to develop materials and to meet the data gathering and evaluation needs of the Sanitation Facilities Construction (SFC) program and other related tribal programs. Review, analyze, and ensure the adequacy of engineering plans and proposals to confirm that tribal and federal priorities are met, and funds are being allocated and utilized according to established requirements. Tribal Program Consulting Provide engineering technical assistance and oversight to tribal programs and communities. Provide technical training, advice, and oversight of activities related to the SFC program and other related tribal programs. Provide administrative, clerical, and supervisory support for project related tribal staff and contractors. Support improved technical, managerial, and financial capacity of the SFC program and other related tribal departments. Develop strategies to improve efficiency in tribal services and program implementation, evaluate resource utilization, and present recommendations. Monitor changes in legislation and government priorities that impact the SFC program and related tribal departments and advise executive leadership and administration accordingly. Facilitate effective communication and coordination between federal, state, and local government agencies and external organizations. Provide oversight and review of projects to be entered into the Indian Health Service (IHS) Sanitation Deficiencies System (SDS) database and advise on project ranking to meet SFC program and tribal priorities. Provide oversight and review of IHS web-based Sanitation Tracking and Reporting System (wSTARS) activities such as Project Closeout, Preparation of Final Reports, Preparation of Construction Project Agreements, Project Scopes, Project Funding Agreements, Memorandums of Agreement, and general supporting documentation. Advise on grant opportunities that align with tribal priorities and advise tribal grant writers on project narrative, budget, and scope to improve chances of securing funding. Project Management Consulting Initiate project planning by defining scope, goals, and objectives to ensure tribal program priorities are considered. Advise on best practices of construction project management and inspection services. Provides technical support to measure and communicate progress of activities and advise on quality control processes to ensure project deliverables and standards are satisfied. Identify potential risks, analyze impact, and develop strategies to minimize inefficient project schedules and budget deficiencies. Advise on federal, state, and local project standards and expectations to ensure necessary requirements are met.
