Specifications include, but are not limited to: procure a text-to-speech tool for the multimedia specialists to generate voice-over audio for use in videos we produce on behalf of EOTSS and its state agency partners. We sometimes produce long-form tutorial videos that require lengthy voice-over recordings. It would save us a significant amount of time to use a text-to-speech tool to generate human-sounding voice-overs for our longer video productions. Some of the videos we produce also require periodic updates when the tutorial content changes due to changes in an application (ex: a tutorial video that outlines the steps to set up and deploy an alert using Everbridge will require changes when there is a change to the Everbridge administrator console). Additionally, a text-to-voice tool will allow us to easily update voice-overs without manually re-recording and editing with a human voice-over artist and editor. We are sometimes asked if we can produce video content in multiple languages. Without multilingual voice-over talent, it would be a benefit to have the ability to produce human-sounding voice-overs in languages other than English.
