Specifications include, but are not limited to: Determine current usage and billing characteristics of each customer class using available billing information, demand statistics, characteristics and patterns. Evaluate the current customer rate classifications and recommend changes to bring the utilities current with industry practices and standards. 8.2.2 Evaluate customer classifications by service. Review and include recommendations on Solid Waste rates to be charged to customers that do not have traditional service. Discuss rationale for any proposed changes. 8.2.3 Determine if alternative Solid Waste service procedures and rate may be applicable in specific urban zones. 8.2.4 Evaluate impact of alternative rates on customers and compare similar utilities in this region. 8.2.5 Present a recommendation and Solid Waste rate designs based upon the results of the comparison of alternative rate structures and rate impact analysis. 8.2.6 Provide a recommendation for the implementation of any new rates/and or fees. 8.2.7 Present a recommendation for what portion is raised through rates vs. specific other charges, such as but not limited to Solid Waste capacity fees. 8.2.8 Review the enterprise funds contributions to the General Fund for administrative and other costs budgeted in the General Fund. 8.2.9 Recommend cash balance goals and a methodology for computing cash balance goals in the future. 8.2.10 Provide an analysis of the impact of the rate changes on each class of customer. 8.2.11 Review adequacy of Solid Waste rates charged for fees, including cart fees, disposal charges, and operating expenses...
