Specifications include, but are not limited to: Andover is seeking a consultant to lead a comprehensive K-8 redistricting and rezoning process, based on school capacity, student enrollment, and student demographics, which will involve a high level of community engagement. The ultimate purpose of this work is to provide the structural foundation for effective and efficient school environments with enrollments balanced to building capacities and students attending school within geographical zones based on their residence. We expect that the consultant is able to: ● Create multiple scenarios for school boundary lines based on ideal principles. ● Utilize a geographic information system (GIS) to analyze and map student demographic data. ● Incorporate data of future student population and enrollment trends ● Incorporate feedback on hazard zones to promote safe passages to school. ● Run statistics on zone scenarios. ● Present information at and then incorporate feedback from at least three community meetings. ● Present to the Andover School Committee on process, progress updates and final options and recommendations. ● Provide information in a specified format for APS to present as needed. ● Adapt scenarios based on input. ● Redraw zone lines in a graphical format to be used in conjunction with current APS technology - website, GIS, and transportation software.
