Specifications include, but are not limited to: a) Sale of approximately 170,000 tons of aggregate to be placed at the Blackburn Resource and Recovery Facility. The County hereby reserves the right to adjust the quantity of the aggregate by as much as 10% of the total estimated quantity, without the successful bidder requesting modification to their unit price bid. b) Provide transportation services to move stone from quarry or aggregate company to the landfill. The stone shall be transported to the designated location at the Blackburn Resource Recovery Facility, 4017 Rocky Ford Road, Newton, North Carolina, as shown on Attachment D: Stockpile Location. The hours of operation for the Facility are Monday through Friday 8:00 AM to 4:00 PM and Saturday 8:00 AM to 11:30 AM. The County will work with successful bidder to allow material to be delivered during hours when the Facility is not open. c) The successful bidder shall provide gradation, chemical, and permeability analysis of the aggregate material (appropriate sieve tests, % CaCO3, and constant head) in accordance with Section 6 – Product Specifications. The analysis should be documented, certified, and approved by our Engineering Consultants, HDR Engineering, Inc. of the Carolinas, prior to material delivery. Each source of material must be tested independently for all required parameters. Catawba County reserves the right to require additional analysis as often as deemed necessary by the County. d) Stockpiling material and maintenance of the stockpile will be the successful bidder’s responsibility. The successful bidder shall provide machinery and manpower to stockpile at the designated site. (Please see Attachment D: Stockpile Location.) Any disturbance created by the contractor beyond the stockpile must be returned to original conditions. Any disturbed areas must be maintained in accordance with NCDEMLR erosion and sedimentation rules and regulations. e) Submit monthly progress reports to the owner. f) A minimum of one half of the aggregate material must be delivered to the Blackburn Resource and Recovery Facility between November 2024 and April 2025. The balance of the aggregate must be delivered by April 2026. g) The County will check each load and verify weight ticket prior to stockpiling. Any load of material that does not have a corresponding weight ticket identifying material origin, type of material, time of quarry departure, etc., will not be calculated in the total tonnage delivered.
