Specifications include, but are not limited to: provide a comprehensive suite of energy procurement and management services for the State. This includes reviewing all energy accounts to develop optimal procurement strategies, determining the best contract structures, and providing monthly performance analyses. The vendor will also manage data requirements, develop RFPs and pricing solicitations, execute procurement strategies, and facilitate bidder conferences. Additionally, the vendor will administer energy auctions, monitor and analyze price events, and support OER in decision-making to achieve cost-saving and renewable energy goals. Regarding energy management, the vendor will assist with account enrollment and management and deliver biannual performance assessment reports. For utility budgeting, the vendor will handle forecasting, cost allocations, expense tracking, and cost optimization, performing these tasks twice annually. Lastly, the vendor will implement a system for tracking energy usage and budget variances, providing monthly reports and recommendations for efficiency improvements.
