Specifications include, but are not limited to: The awardee will collaborate with ADPH on developing the dedicated landing page, brandable client portal, and sexual health risk assessment. Also develop static assets, training curriculum, educational materials, and customer support. Determine Client eligibility to receive services by verifying answers to a questionnaire, validating the frequency of ordering, checking against a roster of eligible participants, and confirming that the address of the Client is in Alabama and is a valid shipping address. Will arrange for awardee’s network of licensed healthcare providers to review Clients’ requests for laboratory testing. The vendor will ship specimen collection kits for STD/HIV/HCV/HBV/Creatinine/PrEP testing, with a prepaid shipping label for return of specimens to the laboratory, to Clients following an order for laboratory testing issued by a Provider in his or her independent professional judgment; arrange for a Clinical Laboratory Improvement Amendments (“CLIA”) certified laboratory to perform the ordered laboratory test after a Client completes specimen collection and packages and ships the specimen in accordance with the directions provided; deliver test results to each Client via Contractor’s Client portal following release by a Provider; for Clients with a reactive test result(s) a Provider will attempt to contact the Client by telephone to discuss treatment and/or follow-up care before results are made available in the Client portal. Also arrange for Providers to be available to issue prescriptions for certain treatment(s) as determined appropriate in the Provider’s independent professional judgment; provided however, the cost of the consultation and any treatment or therapy prescribed by Provider is not included in the Service Fees hereunder; provide a voucher or otherwise make available testing at a diagnostic laboratory patient service center for Clients with a previous syphilis diagnosis.
