Specifications include, but are not limited to: The Department of Housing and Community Development (Department) is issuing this Request for Proposals (RFP) in order to obtain contractors to provide heating and cooling system replacements and repairs across the State of Maryland. Services generally include the assessment of failed heating, ventilation, and air conditioning (HVAC) or water heating systems, the installation of new HVAC systems, performing repairs, or other work to restore functioning heating, cooling, or water heating to income-eligible single-family detached homes, duplexes, townhomes, or walk-up apartment buildings with four (4) or fewer units, for owners and renters, as further described in the Scope of Work.
