Specifications include, but are not limited to: Task 1 Project Management Throughout the course of this project, the selected bidder will coordinate tasks, collaborate with DER and partners, schedule work, and maintain project records. Monthly meetings will be held with the dam owner and project partners. DER values open and frequent communication – including the ability for frequent phone and email interaction - and bidders are encouraged to budget adequate time for this purpose. Deliverables: o Attendance at monthly project team meetings o Open, frequent, and effective communication with DER o Monthly updates on work progress via phone, email or project meetings o Well organized workflow, quality deliverables, and accurate budget Task 2 Chapter 91 This task includes coordination with MassDEP to secure a Chapter 91 permit and/or license based on the previously submitted WW01b application for a for Water-Dependent Chapter 91 Waterways License/Permit (310 CMR 9.00). This task should include all work needed to adjust plan sets based on regulator feedback, production of mylars if required and respond as needed (in collaboration with DER) to questions from regulators. The selected firm will respond to MassDEP inquiries and will prepare and arrange for the required legal ad. Deliverables: o Abutter and public notices, including newspaper ads (PDF) o Adjusted plan sets incorporating regulator feedback as needed (PDF) o All required mailings (proof of mailings to be provided) o Attendance at one public hearing or meeting, if deemed necessary Task 3 Final Engineering Design Plans and Specifications This task includes services as necessary for the production of final design/bid-ready engineering design plans for dam removal. This work should build upon the 90% dam removal design plans previously developed. Design plans should provide adequate detail for construction. This task includes the production of a short memo summarizing key design considerations and decisions that changed from the current design plans, if any. Should any updates to the design necessitate changes to the existing hydraulic model of the site, updates to the hydraulic model should be completed as part of this task. Upon completion of the permitting process, advance all aspects of the project to final design / bid-ready engineering design plans with supporting technical specifications. Final design plans should incorporate changes required from the permitting process. Include an updated opinion of probable cost for project implementation. DER expects that the final design work products completed under this task will be used for project bidding under Task 4. Deliverables: o Engineer-sealed, final engineering designs, 100% complete (draft and final in PDF and CAD formats) delivered to project partners and permitting agencies o Technical specifications for project implementation and bidding (draft and final in Word and PDF) o Draft and final memo outlining major design decisions and adjustments, if any (Word and PDF format)
