1. The Contractor will provide professional and technical environmental services to ensure that the Department of Water Resources (DWR) complies with all Federal and State requirements related to NPDES compliance and stormwater protection during project development and construction. 2. Provide engineering and environmental support to ensure compliance with the following regulations and requirements: a. California State Water Resources Control Board Construction General Permit b. State Water Resources Control Board General NPDES Wastewater Permits c. General stormwater management and protection on construction sites 3. Perform the inspection and compliance monitoring of Stormwater Pollution Prevention Plans (SWPPP)/Best Management Practices (BMPs) and Water Quality Control Program (WQCP)/BMPs. 4. Evaluate SWPPPs, WQCP, and other permit documents including Construction General Permit, and stormwater and erosion control protection plans prepared by DWR construction contractors for compliance with contract documents and project permits. 5. Identify actual and potential problems associated with the following areas: a. Stormwater management and protection b. NPDES permit compliance c. Construction site dewatering operations d. Treatment systems-related project work e. Supportable engineering recommendations and considerations
