Specifications include, but are not limited to: The primary objective of this assessment is to identify areas for internal structural enhancements that foster collaboration across divisions and ensure alignment of divisional goals with the goals and priorities outlined by the health department through its Strategic Plan and the county-wide Community Health Improvement Plan. This includes but is not limited to: 1. Review of organization’s history, current state in terms of programmatic and functional areas, organizational structure, and services currently provided by each division within a cost center/department; 2. Benchmarking JCDH with other local high-functioning public health departments; 3. Assessing communication channels and mechanisms within and between divisions; 4. Identifying barriers to internal collaboration and divisional alignment with JCDH’s Strategic Plan and the county-wide Community Health Improvement Plan. ; 5. Recommending strategies and initiatives to enhance internal collaboration and alignment; 6. Make recommendations regarding best practices to reorganize, if needed, to improve efficiencies, improve collaboration across programs, departments, and support divisions, and enhance both internal and external customer service; and 7. Developing a comprehensive implementation plan with measurable objectives and timelines
