Specifications include, but are not limited to: This project seeks to hire a professional consultant to create a plan to connect the two trails through downtown Wheeling. The Wheeling Heritage Trail Connector would fix a gap in two existing trail systems in Wheeling. The two trail systems originally had a connecting route through the downtown Wheeling city streets. This route had painted "bike lanes" and signage to guide and assist cyclists. The lines have since faded and the signage has been removed. The current route is unclear and unsafe. This project would provide a clear plan for safe passage for cyclists. It is possible that a consultant might provide a route that would accommodate walkers and runners, which currently doesn't exist.
