The County Commissioners of Charles County are hereby requesting proposals from qualified multi-disciplined planning firms to complete an update to the Charles County Comprehensive Plan. This plan will guide future land use and growth policies in Charles County through 2050 and should be developed using rigorous analysis and a dynamic planning process. The plan should incorporate innovative and effective public participation into the planning process. The final plan document should be graphically rich, highly readable, and easily accessible to all citizens. The Consultant shall compile and document the necessary background, historical information and existing conditions and conduct various land use and resource analysis to answer the following questions: A. Given that development has been slow to occur in the Transit Corridor, in the vicinity of Old Washington Road and along the SMRT alignment, what adjustments should be made to the boundaries, land use policies, design standards, and/or zoning regulations to achieve the vision set forth in the Waldorf Sub Area Plan and Downtown Waldorf Vision Plan? B. Through a lens of Diversity, Equity, and Inclusion which areas should be targeted for additional land use studies, infrastructure enhancements, transportation, development or redevelopment and community amenities? C. In what way can the transportation element be enhanced to develop a more comprehensive multi-modal transportation network and facilities especially within the Development District, Transit Corridor, and Mixed Use Districts. D. How can we support more commercial development including mixed use development in targeted areas? E. How can we achieve the correct balance in housing diversity and identify new strategies to achieve greater housing affordability?
