Specifications include, but are not limited to: Task 1. Cooperative Agreement Oversight. This task involves management and oversight of contractors, including competitive procurement of cleanup/abatement/demolition contractors; personnel and financial management; coordination with stakeholders; reporting to EPA and stakeholders; and participation in training. The contracted QEP will assist in coordinating with stakeholders and with ACRES and other reporting requirements. Task 2. Community Engagement. In this task, the Town, with assistance from the hired QEP and other community partners, will actively reach out to the community to solicit their input, provide for meaningful stakeholder involvement, and update them as the brownfield program is implemented. This task includes implementing the 30-day comment period on the Analysis of Brownfield Cleanup Alternatives. Consultant should provide an estimate of the number of public meetings anticipated based upon their experience with similar projects. Consultant should anticipate three meetings with the Board of Selectmen, one for introduction of Community Engagement Plan, second, when bids are received and presented to the Board of Selectmen, third, when the project is completed. Task 3. Cleanup and Demolition Planning. This task involves preparation for cleanup activities by the hired QEP to prepare the final remedial action report (RAP), analysis of brownfield cleanup alternatives (ABCA), and QAPP to meet federal and state requirements; and prepare the soil management plan and conduct the appropriate permitting for the disposal facilities. This task also includes ensuring enrollment in the State’s VCP program, if necessary, determination if Section 106 Historic Preservation Requirements are applicable, and preparation and solicitation of the bid documents for the remediation and demolition of the Site. Task 4. Cleanup / Demolition activities and reporting. This task includes the cleanup activities to be conducted by the remediation/abatement and demolitions contractor(s) and overseen by the QEP, including hazardous building materials abatement;, soil excavation and soil management; waste testing, characterization, transportation and disposal; confirmatory testing; backfilling and site restoration; documentation of remedial activities and closure reporting.
