Specifications include, but are not limited to: The scope of services to be rendered includes, but is not limited to, the following responsibilities: 1. The Field Observation consultant shall ensure: 2 a. CHFA's investment is protected, and risks are minimized; b. the development is constructed/renovated in accordance with the CHFA/DOH Design and Construction Standards; and all associated guidelines, including 1) CHFA’s Multifamily Design and Construction Standards; 2) CHFA’s Construction Guidelines: Construction Costs; 3) CHFA’s Construction Guidelines: Energy Conservation & Sustainability; 4) CHFA’s Construction Guidelines: Environmental & Hazardous Materials Review; and 5) CHFA’s Construction Guidelines; Project Planning & Technical Services Review (“Associated Guidelines”) c. the amount of funding requested on the monthly general contractor's requisition is in balance with the percentage of completion of construction; and, d. the quality of construction meets or exceeds the CHFA/DOH Design and Construction Standards, and all Associated Guidelines, and/or construction industry standards.
