Conduct smoke testing of a portion of the Town’s sewer system. The Town began installation of their sewer system in 1980s and completed installation in early 2000s. Although a relatively new sewer system, the Town has experienced increased sewer flows during higher rainfall amounts as well as during higher groundwater conditions, which is indicative that infiltration and inflow sources exist within the sewer system. The Town’s sewer system is at or near capacity which makes infiltration and inflow even more critical to identify and remove from the system. This will be the first smoke testing program conducted by the Town. The Town has initiated other programs to remove infiltration and inflow (I/I) from the system, including manhole lining and a pilot sump pump identification program throughout the Town. Areas 16 and 17 of the sewer system consist of both residential and commercial areas. Meter Area 16 has 197 sewer manholes and 6.66 miles of sewer gravity lines. Meter Area 17 has 109 sewer manholes and 4.09 miles of sewer gravity lines. These areas were assessed through CCTV inspections in 2022 and were recommended for smoke testing. Smoke testing of areas 16 and 17 are required, closely coordinating with the community, and providing recommendations in a final report for removal of I/I from the Town’s sewer system. Work will commence in Fall 2024 and be completed within 12 months of issuance of the Contract.
