Specifications include, but are not limited to: The Orange County 2024 Bond Education Committee recognizes the importance of transparent and engaging communication in educating the public about the 2024 School Bond. This Request for Proposals seeks consulting services to create and execute a comprehensive messaging and media plan to inform Orange County residents about the School Facilities Bond. The activities of the Bond Education Committee are funded using public resources, so the campaign must be used to educate residents. The Committee may not advocate for or against passage of the bond. The consultant is expected to provide clear and accessible explanations of the bond proposal, its significance for both districts, and potential property tax implications using a combination of communication outlets including a dedicated website, social media, targeted email, traditional news outlets, in-person public events, paid media, and media outreach. Proposals shall be submitted in accordance with the terms and conditions of this RFP and any addenda issued hereto. The successful consultant will be required to attend a kickoff meeting with the Board of Commissioners and other key county personnel to understand the goals and purpose of the project, identify potential issues to resolve, gather financial, demographic and related documents and data, and develop a detailed timeline based on schedules of applicable personnel. • The successful consultant will engage the Bond Education Committee in facilitated discussions and meetings as often as needed in order to achieve the required project scope. • The successful consultant will meet with a project management team as often as needed in order to achieve the required project scope within the project timeline. • The successful consultant will prepare a comprehensive messaging and media campaign to reach all County residents. • Deliverables will be presented to the Bond Education Committee and reviewed by the County Attorney prior to execution
