Specifications include, but are not limited to: 1. SERVICE REQUIREMENTS 1.1 The as-needed services will span multiple projects, will involve a variety of completion timeframes, and will be located throughout the County of Sacramento. The following Technical Requirements are considered “basic services” and should be considered the firm’s minimum required capabilities as applicable to the offeror's selected category or categories. Not all Technical Requirements will apply to both categories (Category A - Whole Building Energy and Sustainability Analysis and Category B - Zero Emission Fleet Transition and Infrastructure Planning). 1.2 Specific Offeror services and required deliverables will be determined based on the needs of each individual project. The details and costs of specific projects will be negotiated and documented as Task Orders. 2. TECHNICAL REQUIREMENTS Offeror shall provide whole building investigation, simulation and analysis. Services shall include, but are not limited to, the following specific activities: 2.1 Planning and report preparation: 2.1.1 Assistance with data gathering to support analysis for future enterprise-wide initiatives, (e.g., previous studies conducted: zero net energy and renewable energy implementation) 2.2 Zero Net Energy (ZNE) analysis and project support: 2.2.1 Pre-design study to determine feasibility for ZNE and estimate sizing for onsite renewables, using whole building zero net energy modeling tools 2.2.2 Whole building energy modeling and peer review during design and construction documentation 2.2.3 Measurement and verification services, including M&V plan creation and implementation during construction 2.2.4 MBCx baseline and monitoring 2.3 Daylighting: 2.3.1 Design, analysis, and recommendations 2.4 Energy efficiency option analysis: 2.4.1 Analysis of conservation and electrification options 2.4.2 Analysis of efficacy and cost/benefit of options 2.4.3 Cost estimating assistance 2.5 Water conservation and reuse initiatives: 2.5.1 Identification of conservation options 2.5.2 Analysis of efficacy and cost/benefit of conservation options 2.5.3 Project management assistance for implementation 2.6 Carbon reduction analysis: 2.6.1 Analysis and recommendations for reducing carbon pollution from pre-occupancy activities for new construction projects 2.6.2 Analysis and hourly profiles and recommendations for reducing operational carbon 2.7 Electric vehicle and charging transition analysis: 2.7.1 Analysis and support for implementation of EV and EVSC projects 2.8 Proactive energy management: 2.8.1 Energy analysis and whole building modeling 2.8.2 Establish strategy for submetering of end uses 2.8.3 MBCx baseline and monitoring 2.8.4 Support for commissioning of MBCx equipment 2.8.5 Recommend EEMs for energy performance improvement 2.9 Rating and incentive program support: 2.9.1 LEED 2.9.2 Living Building Challenge 2.9.3 WELL 2.9.4 Savings by Design 2.9.5 Utility and tax incentive programs 2.9.6 CalGreen 2.10 Waste source reduction and landfill diversion strategies 2.11 Other unspecified work in support of implementation of Strategic Sustainability Plan mission
