Specifications include, but are not limited to: Nevada County is inviting proposals from qualified organizations specializing in behavioral health services, who are interested in partnering with the County to develop and deliver residential mental health treatment services as described by the Department of Healthcare Services (DHCS) Behavioral Helath Continuum Infrastructure Program (BHCIP). The County is interested in specifically developing a Psychiatric Health Facility (PHF) co-located with a Mental Health Rehabilitation Center (MHRC) with 8 beds of each service type not to exceed 16 beds in order to comply with federal guidelines prohibiting Medicaid reimbursement in large mental health institutions of more than 16 beds contained in Section 1905 (a)(B) of the Social Security Act and Title 42 Code of Federal Regulations Section 435.1009(b)(2) and the Centers for Medicare and Medicad Services (CMS)guidelines for interpreting it in the State Medicaid Manual. However, the County may be open to proposals that describe different BHCIP eligible facilities. The County of Nevada intends to identify a partner that will work closely with the County to define and deliver a sustainable program model that meets the needs of the community and aligns with grant funding opportunitites. It is the intent of this RFP to identify an entity experienced in the development and operation of Psychiatric Health Facilities and/or Mental Health Rehabilitation facilities to partner with the County to: Develop a program model for development and delivery of PHF and/or MHRC programs in partnership with the County that is aligned with facility requirements as described in California Department of Health Care Services Proposition 1: Behavioral Health Infrastructure Bond Act of 2024 (buildingcalhhs.com) and advise on facility development. Note that proposals may describe oversight of a construction or process to be achieved by the contractor or by the County; Partner in the development of application for BHCIP funding, and If the County is awarded BHCIP funding, partner to develop facility and program service delivery with terms developed that are mutually agreeable. The County will entertain proposals for diverse program models with the ultimate goal of ensuring access to acute and sub-acute treatment to Medi-Cal eligible adults.
