Specifications include, but are not limited to: The Massachusetts Trial Court seeks a qualified vendor off Statewide Contract FAC115 to conduct an in-depth forensic investigation into an incident that occurred at a Trial Court location. A law enforcement investigation background is strongly preferred, including having previously been employed as a detective, and/or a rank higher than patrolman, performing investigative work for a law enforcement organization (local, state, or federal) for at least seven (7) years. The selected vendor’s forensic investigation, at a minimum, must consist of: (1) interviewing all involved Trial Court employees and other witnesses; (2) reviewing relevant documents, including but not limited to incident reports; (3) reviewing all available surveillance video; and (4) visiting the location, including observing camera placement for potential blind spots, and other relevant observations; issuing a comprehensive confidential report. The vendor shall issue a final confidential report to the Trial Court’s General Counsel, which should include an exhaustive factual account of what occurred leading up to, during, and after the incident. Based on the factual findings the confidential investigative report must also identify any recommendations for best practices the Trial Court may want to implement.
