Specifications include, but are not limited to: 1. The Contractor(s) shall furnish all labor, materials, parts, equipment and disposal necessary to provide On-Call Construction Sweeping Services for the milling, grinding and paving operations for the City of Stockton’s street paving crew at various locations within the City limits. Services shall be provided as requested by the City of Stockton Public Works Department. 2. Equipment shall be high dump sweepers only. 3. Contractor shall provide sufficient water for use during street sweeping operations to maintain a near dustless condition. Water for this use will be made available by the City at no cost to the Contractor. Contractor shall comply with all rules and regulations of the City relating to the use of water. Failure to comply may result in the City’s refusal to furnish water to the Contractor. 4. On-Call Construction Sweeping locations shall be provided to the Contractor on an as needed basis. 5. Contractor shall provide all labor, equipment, materials and disposal necessary to complete the work for the price quoted. 6. Disposal of all debris relating to street sweeping of the milling, grinding, and paving operations of the City’s street crew shall be removed and properly disposed of at no additional charge to the City. 7. Contractor shall adhere to all clean water regulations as required at no additional cost to the City. 8. The City and the selected Contractor shall retain the right to renew the agreement for up to two (2) additional one-year periods. This Contract may be renewed only by mutual agreement between the parties involved. Each party retains the right not to renew the agreement at the time of scheduled expiration. If the contract is extended, the contract extensions shall be increased by 2.5% on an annual basis. The City does not guarantee any quantity of work and retains the right to use other contractors for the services. 9. On-Call Construction Sweeping work shall typically occur during normal business hours. Monday through Friday with alternating closed Fridays. All legal holidays and alternate closed Fridays are observed as nonbusiness hours. Should the Contractor choose to work on a Saturday, Sunday, City Holidays or on a holiday recognized by the labor unions, the Contractor shall reimburse the City of Stockton the actual cost of engineering, inspection, testing, superintendent, and/or other overhead expenses which are directly chargeable to the contract. Should such work be undertaken at the request of the City, reimbursement will not be required. 10. The Contractor shall complete work on all on-call construction sweeping areas identified by the City and within the allowed budget. 11. Contractor shall diligently prosecute work to minimize the time the traffic signal is running on a timer and to minimize the potential for public exposure to work still in progress. Contractor shall start work so it is completed that same day. Contractor shall maintain the site safe at all times and be responsible for removal and proper disposal of all waste materials and surplus items prior to leaving the site each day. 12. The Contractor shall only bill for work completed in place. 13. The City reserves the right to increase or decrease the bid quantity. 14. Notwithstanding any provision to the contrary herein, City shall have no obligation to give more than two notices of unsatisfactory performance in any calendar year. In the event two such notices of unsatisfactory performance are given in any calendar year, the City may thereupon terminate this contract immediately. 15. Work will be performed in an orderly manner with minimum disturbance and inconvenience to the public. The Contractor shall confine and limit its personnel to only those areas required to perform the work.
