Specifications include, but are not limited to: 1. The City is seeking a partnership with a qualified nonprofit organization or for-profit vendor that would serve as the service delivery point for the low/no cost salon services program m housed in the District Heights Senior Center. 2. The successful vendor must be able to provide proof of nonprofit designation and/or Certificate of Good Standing to operate in the State of Maryland. 3. The successful vendor must be able to demonstrate that the vendor will not be financially reliant upon the City for clients, additional improvements, or operating costs. 4. The low/no cost salon services program will exclusively serve and benefit residents of the City and patrons of the District Heights Senior Center. 5. The successful vendor must have a proven record of delivering quality salon or hair care services. 6. The successful vendor must have a process for sourcing, obtaining, packaging and transporting equipment, tools, and salon-generated waste.
