Specifications include, but are not limited to: • Inventory and analysis of Wake County existing and planned parks and recreation facilities including programming • Determine how short-range and long-range park planning relates to Plan Wake, Consolidated Open Space Plan, Existing Parks Master Plan Update and the Greenway System Plan • Review previous market analysis and conduct new market analysis to determine current and projected parks and recreation needs • Review other local municipal parks & recreation master plans and the State of North Carolina State Parks System Wide Plan relative to Wake County’s plans • Facilitate community and staff input and participation in the planning process • Articulate the county’s role in parks and recreation including programming and services which adapt to current and future public needs • Compare and analyze similarly structured county parks and recreation departments relative to Wake County’s role in providing services • Provide prioritized recommendations for new facilities and expansion of existing facilities • Provide opinion of capital costs for all facility improvement recommendations • Produce a comprehensive master plan document including maps and graphics, summaries of research efforts, goals, strategies, policy recommendations, expected outcomes, and recommended guidelines and standards
