Cumberland County Department of Social Services is seeking proposals from qualified professionals to deliver targeted services for youth in foster care who exhibit complex mental health issues, aggressive behaviors, violent outbursts, and who have experienced multiple placement disruptions. The primary goal of this initiative is to provide specialized support and services to enhance the well-being of this population and increase their chances of achieving successful placement stability. In addition, preventing youth from sleeping in the Department of Social Services buildings, provide respite to DSS staff and caregivers, and aid in reducing high turnover of staff. Children in foster care often face significant challenges, particularly those with complex mental health needs. These challenges can manifest in various forms, including aggression, self-harm, destructive and dangerous behaviors, and difficulties in managing emotions. Moreover, finding suitable placements for these children can be a daunting task for child welfare agencies; therefore, there is a critical need for targeted services specifically designed to address the unique needs of this population.
